１ 指導計画の作成に当たっては，生徒，学校及び地域の実態を十分考慮し， 中学部における道徳との関連を図り， 計画的に指導がなされるよう工夫するものとする。

２ 内容の指導に当たっては， 個々の生徒の知的障害の状態や経験等に応じて， 適切に指導の重点を定め， 指導内容を具体化し， 体験的な活動を取り入れるなどの工夫を行うものとする。

３ 道徳教育を進めるに当たっては， 学校や学級内の人間関係及び環境を整えるとともに， 学校の道徳教育の指導内容が生徒の日常生活に生かされるようにするものとする。 また， 保護者や地域の人々の積極的な参加や協力を得るなど相互の連携を図るよう配慮するものとする。
